A heat trace project ends twice. It ends in the field when the last circuit is energized and the crew rolls off, and it ends at your desk when somebody hands you a binder and asks you to accept the work. The second ending is the one you live with.
This guide is for that handoff — what belongs in the package, what each document does for you a year from now, and which gaps are worth holding a final payment over. You don’t have to read a drawing to judge a closeout. You have to know what a complete one contains.

- Ask for the as-found column thin packages leave out — while the crew is still on site.

Twelve months after the last circuit is energized, nobody remembers which breaker feeds the fuel gas drip legs, what the controller on the condensate header was set to, or whether that section under the pipe rack was repaired or replaced. The people who knew are on another job. What is left is whatever they wrote down.
That is the function of a closeout package: it is the part of the project that keeps working after the crew is gone. Three people open it, years apart and never together — a maintenance tech at two in the morning with a dead circuit, a reviewer who needs evidence rather than assurance, and the next contractor, who will either work from your record or rebuild it at your expense.
On a ten-year-old system it is routine to find breakers feeding lines that were re-routed or abandoned, and labels naming a pipe that is no longer there. Usually the installation was fine and the record simply stopped being updated. A package nobody corrected in the field was accurate for about a week.
Eight documents,
and what each one does
A complete heat trace closeout carries eight things. Not all are thick — the setpoint sheet is one page — but a package missing one has a hole in it, and the hole shows up at the worst time.

The eight are what our own turnover packages carry. Scope and contract form vary — what matters is that the list is agreed before the work starts, not at final invoice.
A package where every reading is a pass — not because the system is perfect, but because the numbers were taken after the repairs and the as-found column was never written down. It proves the crew’s work, not your system’s condition, and the first honest reading is the one somebody takes next fall.
Five checks before
you sign it off
You don’t have to audit a closeout package. You have to test whether it holds together — five checks will tell you in about an hour, four at your desk and one on the floor.
Count the circuits three times
Count them on the circuit list, then in the panel schedules, then in the test records. The three should match. Where they don’t, the difference is usually circuits added, dropped or combined during the work and never carried into the paperwork.
Pull three circuits end to end
Follow each through every document: the drawing, the panel schedule, the test record, the photos. A package that survives three circuits chosen at random usually survives all of them. One that breaks on the first was assembled, not kept.
Look for as-found beside as-left
Two columns, not one, everywhere a circuit was worked on. If there is only one, ask which. The answer tells you what you are holding — a condition record, or a completion certificate.
Check dates, names, units and test voltage
Every reading dated, every sheet traceable to a person, every number carrying its unit and its test voltage. Readings taken at different voltages don’t compare, and a record that can’t be compared to next year’s is a filing exercise.
Walk two circuits in the field
Take the as-built to the pipe rack and find two end seals. If the drawing puts them where they actually are, the set was walked, not just drawn.
The check that finds the most is the plainest: does the panel schedule match the panel door, and does the door match the field? Labels get printed off the design and hung; then the installation changes around them. Correcting a schedule at closeout takes an afternoon; correcting it four years later takes a survey — and until then every troubleshooting call starts from a wrong document.
The tells, and what
to ask for now
Most thin packages aren’t dishonest. They are what happens when documentation was nobody’s line item — the electrical contractor tested the circuits he installed, the insulation crew closed the pipe behind him, and the binder got assembled at final invoice out of whatever anyone still had. It describes the job, not the system. The tells are consistent:
- No circuit IDs, or IDs that appear in the test records and nowhere else. Nothing can be looked up or trended.
- Photographs with no captions. A hundred images of pipe, no way to tie one to a circuit.
- A completion letter standing in for test records — one page, signed, no numbers.
- Drawings still stamped “issued for construction” and never re-issued as-built.
- Warranty pages with no dates or model numbers. That is a brochure, not a warranty.
- Nothing about the controllers — the most adjustable part of the system, undocumented.
If the crew is still on site, every one of these is cheap to fix, and asking is ordinary. If the job closed years ago, the package can still be rebuilt the way it should have been the first time: by walking the system circuit by circuit and writing down what is actually there.

“The documentation is with the engineer” — or with the GC, or with the facilities manager who retired. A record you can’t put your hands on is a record you don’t have. Get a copy into your own file, in a format you’ll still be able to open in ten years, while the people who know where it lives are reachable.
