Somebody at your plant is going to walk the freeze protection before winter, and it is usually not a specialist. It is the maintenance lead with a Thursday afternoon, a flashlight, and a panel schedule that may or may not still be true.

This is the list he should walk with. Twenty checks in five groups. All of it is looking, not testing — anything that cannot be settled by eye gets marked for the meter, so the walk ends with a test scope instead of a guess.

01 02Before you start walking

Five groups, and the
order that saves a lap

The walk goes in a fixed order for one reason: each group answers a question the next one depends on. Start at the paper, finish at the panel, and you never walk the same rack twice.

Records

Panel schedules, last season’s write-ups, and the most recent test readings — pulled before you leave the office. The walk is a comparison. Without the record you are sightseeing.

Circuits

At the pipe: cable, jacket, end seals, junction boxes. Most of the afternoon goes here, and so do most of the findings.

Controls

Setpoints, sensors, alarms. A sound cable on a controller set twenty degrees wrong protects nothing — and the panel face will not tell you.

Insulation

Jacket, seams, terminations, wet lagging. Insulation is half the system; a traced line under open insulation is a heater pointed at the weather.

Panels

Breakers, panel interior, and the reconciliation — what the schedule claims against what you actually found in the field.

From the field

Carry the schedule on paper and mark it up as you go. On a first walk it is routine to find circuits labeled for lines that were re-routed or abandoned years ago, and breakers with nothing on the other end. The corrected schedule is often worth more than the findings — every reading anyone takes afterwards depends on it.

Twenty checks,
in five groups

Every line below gets one of three marks — held, flag, or meter. Print this page and it is the sheet. Nothing on the list asks you to judge something you do not have the instrument for.

Records — before you leave the office

Four things in hand. Without them the walk produces opinions.

  • The panel schedule for every heat trace panel — circuit IDs, breaker references, and what each circuit protects.
  • Last season’s write-ups — which circuits were flagged, and whether each repair actually closed.
  • The most recent test readings, dated, with the test voltage recorded on them.
  • A name and a date on this walk. One person owns the sheet; an undated sheet proves nothing later.

Circuits — at the pipe

Eyes and hands on the cable itself, along the run, not just at the panel end.

  • Trace present where the schedule says it is, along the whole run — including the valve, flange and instrument legs.
  • Jacket intact — no cuts, no crushing at supports or clamps, no cable pinched under banding.
  • End seals and splices sealed with proper kits, not tape, and nothing weeping at a termination.
  • Junction boxes closed and dry — covers gasketed, glands tight, no standing water, no green on the terminals.

Controls — what the panel believes

The controller is the part of the system most likely to be wrong while looking right.

  • Setpoint matches the design for that zone — not whatever it was left at last spring.
  • Sensors clamped where they belong, on the pipe and under the insulation, not hanging in air.
  • Alarms annunciate somewhere a person will see them, and somebody has tested that this season.
  • Circuits fed through an inline thermostat identified as such. Zero amps on those is correct, and it gets counted as a dead circuit every year.

Insulation — half the system

Heat leaves at the places nobody re-covers.

  • Jacket closed — no open seams, no missing bands, no torn or dented sections.
  • No wet or stained lagging. Staining, sag and crushed sections all mean water is inside, and wet insulation is worse than none.
  • Terminations covered at valves, flanges, supports and pipe ends — the places heat leaves first.
  • Insulation pulled for maintenance put back. A section opened for a repair in June is a bare pipe in January.

Panels — and the reconciliation

Last stop, because it is where the walk turns into a scope.

  • Every breaker on and holding — nothing off, nothing tripped, nothing taped or locked without a written reason.
  • Panel interior dry and clean — no moisture, no corrosion, door gasket intact, panel heater and vents as designed.
  • Schedule reconciled to the field — spares marked as spares, removed-from-service marked as such, corrections written on the sheet.
  • The meter list written down. Every circuit you could not judge by looking is the test scope, and it is the most useful thing you carry out.
Red flag

A breaker found off, with nobody able to say why. It is among the most common findings on a first walk and the cheapest one to fix: the cable is fine, the pipe is unprotected, and nothing on the panel face says so. Do not switch it back on until someone confirms why it was off — a breaker off because of a fault is a different problem entirely.

Held, flagged, or
you can’t tell yet

Three marks, and no numeric score — a number only invites an argument about the number. Held means you looked and it is right. Flag means you looked and it is wrong. Meter means the question is real but the answer needs an instrument you are not carrying.

A finding with a circuit ID and a photo can be acted on a month later. A finding without them has to be found again.

What the sheet is worth afterwards

Date it, sign it, keep it where next year’s walk can find it. One sheet is a to-do list; the same sheet three seasons running is the only cheap way to see which circuits keep coming back. Those are the repairs that never held, and they cost less to fix on purpose in September than by accident in January.

Four findings that
end the walk

Almost everything you find waits for a repair list. Four things do not.

Damaged cable on an energized circuit

Exposed braid or a cut jacket on a live circuit is a shock and ground-fault question before it is a winter one. Lock it out and get a qualified electrician on it today.

Water inside a heat trace panel

Standing water, wet insulation, or corrosion inside an energized enclosure. De-energize under your own program and call. A wet panel is an arc-flash question first.

A dead circuit on a line you cannot lose

Nothing on the controller display, no inline thermostat to explain it, no lock or tag — on a freeze-critical line. That pipe is unprotected right now, whatever the schedule says. It goes on today’s list, not the season’s.

A breaker that will not hold

A breaker that trips again when you reset it is telling you there is a fault on that cable. Leave it off, tag it, and have it tested. Resetting it a third time is not a diagnosis.

What happens to the rest of the sheet

The flags become a repair scope you can price while the calendar is still open, and the meter list goes with it as the test scope.

From the field

Photograph every flag while you are standing at it, with something in frame that identifies the location. A year later, the photo is the part of the record nobody argues with — and it is the difference between a repair quote written from your sheet and a second trip to go look again.

The walk tells you the condition. These two cover the other half — what has to exist on paper when someone outside the plant asks. Both are one page, and both are worth forwarding to whoever owns compliance.

Asked plainly

How long does this walk take?
It scales with circuit count and how far apart the panels are, so we will not put a number on a plant we have not seen. What we can tell you is the shape of it: the records group is an hour at a desk, the pipe walk is the bulk of the day, and the panel reconciliation at the end is faster than people expect once the schedule has been marked up along the way.
Do I need a meter for any of this?
No. Every check on this list is something you can see, read, or confirm from a document. The items that genuinely need an instrument — insulation resistance, circuit resistance, amp draw under load — are deliberately not on it. They are what the meter column collects, and that column is the scope you hand to whoever does the testing.
Everything looked fine. Is that a result?
It is, and it is worth dating and keeping. Be clear about what it does and does not cover: a visual walk cannot see insulation resistance drifting toward zero, corrosion under the lagging, or a controller that has quietly slipped out of band. Those are the failures that look like nothing from the walkway, which is why the meter list matters even on a clean walk.
When should we do it?
Early enough that a repair found on the walk can still be scheduled — which in cold-climate regions means late summer into fall, before crews book up for the season. The other half of the answer is consistency: the same walk, the same list, the same time of year, so this season’s sheet can be laid next to last season’s and actually mean something.
Will a walked checklist satisfy an auditor?
On its own, no. A completed sheet shows an inspection happened and who did it, which is more than most plants can produce. What an auditor asks for is dated, circuit-level evidence: a current as-built record, test results per circuit, verified setpoints, and a named responsible party.
